The black market is a safe and secure trading system, which can be used by everyone in the galaxy, the system can be used to trade and sell resources, as well as trading and selling ships.
Once on the black market page, you will see 5 links at the very top of the page, buy goods, sells goods, buy ships, sell ships and status of your goods, below you will find information on all 5 of these.
Note: It usually takes between 1 and 4 revolutions for anything to be placed onto the black market, items that cost more then the current price will not show on the black market until the cost of the item that you are selling is the lowest available on the black market, items will also only stay on the black market for a total of 40 revolutions. It is also worth remembering that once you have submitted something to be sold on the black market, there is no way to remove it from the black market, until it is sold, or it is removed after 40 revs.
When you click on the black market link, you will be brought straight to the buy goods page of the black market. On this page you will see a list of all of the resources that can be bought, the current cost of each resource, how much of each resource is currently available at that cost, the max amount of each resource that you can purchase, this is actually a clickable link, so if you click the number it will automatically purchase the max amount of that resource, and finally a box to type in how much of each resource you wish to buy, once you have typed in how much of each resource you wish to buy, click the buy button at the bottom of the page.

When you click on the sell goods link, you will be taken to a page where you can sell your resources. On this page you will be shown a list of all the resoures that you can sell, how much of each resources you have avaiable to sell, and the current lowest price of each resource on the market. Underneath this will be a box saying amount, a drop down menu, and another box saying price per unit, you can type how much of a certain resource you want to sell in the amount box, the type box is used to select which resource you wish to sell, and the price per unit box is used to put a price on how much you want to sell each unit for. You will be taxed on deterium, power, population, crew, sellable research points, and probes, tax is equal to what system tax is currently at.
When you click on the buy ships link, you will be taken to a page where you can buy different types of ships. On this page you will be shown a list of each ship that is available to buy, the type of ship they are, the current cost of each ship, how many of each ship is currently available for that price, the max amount of each ship that you can purchase, this is actually a clickable link, so if you click the number it will automatically purchase the max amount of that ship, and finally a box to type in how much of each ship you wish to buy, once you have typed in how much of each ship you wish to buy, click the buy button at the bottom of the page.

On this page there will be a list of what you are selling, or about to sell on the black market, the amount you are selling, the cost of each unit/ship that you are selling, and how many revs each resource/ship will stay on the black market for.
